DEFINITION
Under the general supervision of the Highway Commissioner/Director, this position performs responsible professional civil engineering work in supervising the planning, design, construction, maintenance, and inspection of highways, bridges and related facilities and supervises the capital construction budget of the Department.
Assists the Commissioner and Highway Committee in formulating and implementing policy on Federal aid programs, budgeting for trunk highway improvements, and County-wide transportation issues. Supervises engineering staff engaged in highway design, surveying and right-of-way purchasing. Responsible for design of highway projects for local governments. Supervises and reviews bridge designs prepared by consulting engineers and administers contract highway and bridge construction. Prepares specifications for purchases and assists in bid evaluations. Responsible for highway safety grants. Prepares department comments for review of controlled access permits, utility easements and permits, subdivision plots, certified surveys, zoning changes and Board of Adjustment petitions. Assists the Commissioner in developing management improvement programs and acts for the Commissioner in their absence for Engineering division.
Education, Training and Experience:
A Bachelor’s degree in Civil Engineering. Four (4) years professional Engineering experience in planning, design and supervision of construction and inspection of highways and bridges; and four (4) years’ supervisory experience in a related field.
Certifications/Licenses:
Wisconsin Professional Engineer’s License, and driver’s license.
Special Requirements:
Must be available outside of normal work hour for meetings and emergency situations. Must have a valid driver’s license and access to reliable personal transportation, or equivalent. Candidates who reach the final selection stage will be subject to a thorough driving record background check. Also refer to “Physical and Environmental Work Requirements” section below.

For Bilingual Positions:
Knowledge of the principles and practices of civil engineering with application to road, highway and bridge design, construction and maintenance. Knowledge of PC-based application in word processing, spreadsheet, database, computer-aided drafting, and other related software. Ability to supervise professional, technical and supervisory field employees engaged in the engineering, maintenance, construction, surveying and inspection of all aspects of highway work. Maintain effective working relationships with other officials, employees and the public.
